Centre plans are a tool used by councils in New Zealand and abroad to guide the future development of town and suburban centres. There are no strict rules about the format for a centre plan or the methods used to implement them. The one common theme of all centre plans is that they seek to deal with change in an area over time.

Given the wide range of functions and responsibilities councils have in guiding the future development of town and suburban centres, centre plans are a key means by which a vision can be clearly established for an area and the council’s various activities coordinated to achieve a desired outcome.

At this point in time the council has prepared centre plans for Albany Village, Browns Bay, Devonport, Takapuna and Highbury and a Vision and Development Strategy for the Albany Centre.
