The City Plan 2006-16 is a new approach to create a forward thinking plan for our city for the next 10 years. Under the Local Government Act 2002 all councils are required to produce a Long-term Council Community Plan which we have called the City Plan. It is now the council’s key strategic document.

This is a substantial document so we have broken it down into six modules for ease of use. However, as each module relies on the other modules, the City Plan should be read as one comprehensive document.

The City Plan 2006-16 is drawn together from a number of other pieces of work. The diagram on the inside cover illustrates this and shows where further detail is held. This is by no means an exhaustive picture but indicates the type of information used by the council in producing this plan.

For the first time our 10 year plan includes the forecast effect of inflation. This has had a significant effect on the costs and rates increases forecast.

We received 1132 submissions of which 125 were online during the submission period which ran from March 22 to April 26, 2006. One hundred and twenty-six individuals and organisations took the opportunity to address the hearings committee in person to explain their concerns .

As a requirement of the Local Government Act 2002, North Shore City Council's Draft City Plan has been audited by Audit New Zealand.

Module 1 – Summary (2.42 MB) – This module is a summary of the other five modules.

Module 2 – Strategic Module (1.27 MB) – This module represents the community’s voice. It looks at those things that the community has said are important to it now and into the future. It replaces the current Strategic Plan (2001) and introduces the Community Outcomes. It does not indicate the council’s contribution to the outcomes. This can be found in Module 4.

Module 3 – Proposals (730 KB) – This module contains five significant issues that the council highlighted through the city plan process and highlights the decisions made by council following the consultation process:

  • Transport Strategy implementation
  • Town Centres
  • Wastewater charging by volume
  • Residential and rural rating differentials
  • Basis of rating

Module 4 – Activity Statements (1.24 MB) – This module outlines the proposed activities that the council will engage in over the next 10 years. We indicate by activity how the council is proposing to respond to the community outcomes and the costs and resources that will be required. This module also includes information on Council Controlled Organisations and summaries of the Water and Sanitary Assessments completed in June 2005.

Module 5 – Financial Statements (2.01 MB) – This module presents detailed prospective financial statements and accounting policies.

Module 6 – Policies (1.37 MB) – This module details a number of key policies of the council:

  • Policy on significance
  • Partnership with private sector policy
  • Maori capacity statement
  • Funding impact statement
  • Rating policy
  • Treasury management policy
  • Revenue and financing policy
  • Development contributions policy
