Stormwater Hazard and Overland Flow Policy
This draft policy deals with flood plains adjacent to streams, overland flow-paths, areas at risk of coastal flooding and areas at risk of severe stream erosion. We are legally obliged to make information in our possession available to the public, on request. The policy will be fully developed once cost implications and public views are better known.
Objectives
- Restrict the exposure of new buildings to risk posed by stormwater hazards such as flooding and erosion.
- Reduce the number of existing buildings that are currently at risk of flooding or structural damage caused by stormwater.
Approach
- Take a precautionary approach when giving consent for new development.
- Identify opportunities for reducing the risk to existing buildings on a case by case basis.
- Re-establish a system of overland flow-paths that reduce risk to people, buildings and property, and protect existing flow-paths.
Benefits
- Fewer buildings in areas that are at risk from flooding, erosion or structural damage.
- Property owners are more aware of potential risks and can take necessary precautions.
Implications
- Affects all properties which are located in stormwater hazard zones.
- Development in areas at risk from flooding or erosion will be more difficult.
- Which areas are at risk will be better communicated to the public.
- Properties in high-risk areas will have stormwater constraints noted on LIM's and PIM's.
