Responsibility for Stormwater Infrastructure Policy

This policy defines who is responsible for providing stormwater infrastructure and its ongoing upkeep, i.e. you or the council. A number of different situations are presented and responsibilities identified for each.

Objective

  • Define who is responsible for funding, owning, operating, maintaining and inspecting infrastructure under various circumstances.

Approach

  • Clearly define what the council is responsible for, and what land owners are responsible for, in relation to the provision of stormwater infrastructure.

Benefits

  • Provides property owners with certainty about their responsibilities.
  • Existing ratepayers are not required to cover the cost of providing infrastructure for new development.

Implications

  • Affects all property owners.
  • If stormwater infrastructure is on your property and only serves you then it is your responsibility.
  • Developers of new properties are responsible for providing appropriate stormwater infrastructure for their developments and properties.
