An important step toward zero waste

As part of our commitment to waste reduction we adopted the Solid Waste Management and Minimisation Bylaw on August 1, 2005.

The waste bylaw regulates the collection, transportation and disposal of waste, including provision for the monitoring and reporting of all waste generated in North Shore City.

For the first time we will be in a position to receive an accurate measure of the volume of recycling, refuse, paper and cardboard, inorganic, kitchen and garden waste that is collected in North Shore City.

This information will be used to monitor our progress toward achieving our ultimate goal of sending ‘zero waste to landfill'. Find out more by reading our Waste Minimisation Plan 2005.

An image of paper sortingThe waste bylaw will encourage an improved service by collectors by making them more accountable, through licensing. Waste Management facilities must also be licensed to operate in North Shore City.

The bylaw has also been broadened to encompass such things as waste management at events, unsolicited advertising, and waste management issues associated with multi-unit developments.

Licensing for commercial operators

Section nine requires waste collectors and operators to be licensed for commercial operations (for amounts exceeding 20 tonnes per annum). The waste bylaw enforcement team will administer the licensing.

Section five of the bylaw provides for the regulation of unaddressed mail. North Shore residents can choose the type and amount of mail received. It's up to you what you want delivered to your letterbox.

Please note, there will be a moratorium on offences under the bylaw until July 1 2008 while the advertising industry implements a voluntary code of practice.

Unsolicited advertising material - A survey of the effectiveness of a voluntary code of practice

The Marketing Association has introduced a National ‘Voluntary Code of Practice’ to encourage the responsible delivery of advertising material by ensuring that letterboxes with ‘No Junk Mail’ (or similar) stickers are observed.

Letterbox signs are available from many hardware stores. ‘No Junk Mail’ stickers are available on request from the council area offices or from Actionline.

If you have a letterbox sticker and are still receiving unsolicited unaddressed advertising material, you can inform the Marketing association by calling them on 0800 111 081 to complain about non-compliance with their code.

If you don't want to receive advertising material that has been addressed to you, you can contact the Marketing Association's 'Name Removal Service' on 0800 222 332. (Please note; this applies only to the Marketing Association's membership).

The waste bylaw and other councils

The waste bylaw has been developed with Waitakere City Council. Auckland City Council's waste bylaw also has provisions for the regulation of unaddressed, unsolicted advertising material.
