Long Bay Structure Plan

On 26 April 2006 , Council adopted Proposed Variation 66 and Plan Change 6: Long Bay Structure Plan – Stage 2, with amendments recommended by the hearing commissioners. This Structure Plan enables development in the area while protecting its unique natural environment. 

The Structure Plan will be incorporated into our District Plan through Proposed Variation 66 and Plan Change 6, and aims to:

  • create a framework for a new residential community with a mix of housing types and densities as well as an attractive and well-connected network of streets
  • create a small village centre and village green at the heart of the newly developed area
  • limit the scale and intensity of residential development in the upper part of the Long Bay area 
  • retain and extend areas of native bush and protect natural streams 
  • recognition of the cultural heritage values in the area through the inclusion of a heritage protection zone on the southern headlands adjacent to the Regional Park.
  • establish a network of reserves with pedestrian and cyclist access and links
  • reduce the effects of stormwater on streams and the marine environment 
  • protect the landscape around the Long Bay Regional Park and the landform of the Long Bay and Okura areas. 

The Long Bay Structure Plan was developed in two stages. The first stage involved publicly notifying a variation to our District Plan in October 2001 (Proposed Variation 64: Long Bay Structure Plan) which included a strategy for how land around Long Bay could be developed. It did not re-zone land for development. Proposed Variation 64 has been withdrawn and replaced by Proposed Variation 66 and Plan Change 6, the second stage of the Long Bay Structure Plan.

Variation 66 and Plan Change 6 was notified on May 20, 2004 and the submission period closed on July 16, 2004.  10919 submissions were received on the proposed variation and plan change.

As part of the statutory process a Council hearing was held in November 2005 to consider these submissions and any further submissions received on the matter and the council officer’s recommendations on these submissions.

Council’s decision was publicly notified on May 11, 2006.
