Objectives of the Strategy

OBJECTIVE ONE

Community Participation:
To encourage and promote a wide range of opportunities for the enjoyment of and participation in the Arts by all sectors of the community

Explanation
The Arts have an important role to play in the social and cultural wellbeing of our communities. The aim of this objective is to improve and increase options for creative activity and community involvement in arts activities across the city. The City is committed to providing support for and promotion of these opportunities to all sectors of the community; to support opportunities that may provide increased access to the arts for everyone in the city, and to actively promote opportunities for the  active participation in and enjoyment of the arts across the community.

Key Actions

PHYSICAL INFRASTRUCTURE

  1. Consolidate the city’s support for engaged, responsive and sustainable Community Arts Facilities across the city.
  1. Optimise opportunities for community engagement in the proposed city Arts Portal, ShoreSpace.
  1. Optimise the use of existing infrastructure to increase the range arts activity in the city; in Parks and Libraries, marae, and other community facilities, including future Youth Destinations.

 SOCIAL AND CULTURAL Investigate opportunities for the provision of a Community Arts facility in the north and west of the city.

  1. Consolidate key Audience Development initiatives identified by the community; through Festivals, Events and other interactive and Multimedia arts opportunities.
  1. Develop clear criteria to optimise opportunities for access to community funding for the arts.
  1. Optimise Youth engagement with the city through an ongoing commitment to providing a range of creative initiatives for young people;  Arts festivals, writing, music or performance opportunities.
  1. Investigate and promote a range of arts opportunities for the senior sector of the city.

OBJECTIVE TWO

City Branding and Identity:
To identify and support the integration of the Arts into the planning, design and implementation of key council initiatives, and to support a number of signature creative events which contribute to the promotion of a vibrant and distinctive City Identity

Explanation

To enable the Arts to contribute to the city’s cultural identity by integrating an artists perspective to key civic developments, infrastructure upgrades and by enhancing public open space by introducing arts initiatives that reflect the energy and diversity of the city and its unique environments.
To promote the creative vision of the city through a commitment to creating iconic environments, and supporting quality high profile events.
To promote Public Art as a key contributor to the development of the city’s identity, and to develop an integrated approach to all art acquisition to manage the implementation of creative design in its public open spaces.

Key Actions

EVENTS

  1. Consolidate the city’s support for a number of high quality signature Arts Events which contribute to the city’s unique identity.
  1. Optimise use of the city’s large scale events infrastructure for appropriate Arts initiatives.

PUBLIC ART

  1. Develop and implement a Public Art Policy to ensure all opportunities for arts initiatives, acquisitions and enhancement projects are identified early on in council projects and Centre Planning, and managed accordingly through an agreed process.
  1. Develop an agreed integrated design process to incorporate an identifiable artistic component in all significant council developments, including options for funding the arts component.

 

  1. Explore the possibility of creating a regionally significant public Sculpture Walk with a private partner in the future.

FACILITIES

  1. Instigate the feasibility of a significant Arts development for the city- possibly the creation of a (non-collection based) public art gallery of Museum Standards, capable of hanging touring shows and mounting significant exhibitions from other collections (public and private).
  1. Investigate future Performing Arts infrastructure needs – possibly an auditorium to address identified local and regional need.
  1. Optimise the future development of the Bruce Mason Centre to retain the city’s premier arts facility.

OBJECTIVE THREE

Celebrate the Cultural Diversity of the city:
To identify and support opportunities to celebrate Tangata Whenua and the cultural diversity of the city

The City is committed to celebrating the cultural diversity of the city through the Arts. It seeks to do this by providing support and encouragement to Maori artists and involving Maori in key decision making processes and partnerships relating to arts developments within the city.
In addition, the City seeks to identify key opportunities to celebrate the diverse range of cultures contributing to the city’s social and cultural development, and to work with these communities to identify ways to enable the vibrancy of their cultures to inform and enhance the development of the city.

Key Actions

  1. Work with local Maori and the city’s arts networks to promote Matariki, the Maori New Year, as a significant annual celebration across the city.
  1. Establish NSCC as a key sponsor of Toi Whenua, supporting local and regional networking between Maori artists and local infrastructure.
  1. Continued support for Tangata Whenua initiatives such as Toanga Toi and the regional Maori artists Hui
  1. Investigate opportunities to strengthen Maori Arts infrastructure on the North Shore.
  1. Support local ethnic and migrant communities in their efforts to celebrate their cultures
  1. Investigate opportunities to strengthen the local ethnic and migrant communities’ access to Arts infrastructure on the North Shore.
  1. Work with local ethnic and migrant communities share their cultural ideals and contribute to the social and cultural wellbeing of the city.

OBJECTIVE FOUR

Contribute to the Economic Development of the city:
To acknowledge, celebrate and support the contribution of the Arts to the economic development of the city.

Explanation

To develop an environment that recognises and celebrates the benefits that a vibrant arts community brings to a city and to celebrate the unique contribution made by artists and the creative industries to the city’s economic development. In addition, to actively create an environment that attracts creative entrepreneurs to invest in the growth of the city’s sector.

Key Actions

  1. Develop and implement a high profile Arts Portal website to support and promote the arts community and creative sector to the world.
  1. Identify opportunities to promote the professional development opportunities to the city’s artists and creative industries.
  1. Optimise awareness of the wide range of educational opportunities providing arts-focused pathways to employment, especially for young people and school leavers, across the city.
  1. Provide support for iconic Art events that promote the city’s creative industries and the economic activity they bring with them to the city – such as Sculpture On Shore and NZ BodyArts Awards.
  1. Initiate research into the benefits and opportunities of supporting an ‘arts cluster’ attracting a range of creative and artistic businesses to a specific location and developing the concept of significant cultural precinct within the city.
