Information for private property - overview

We have made this information available to enable existing property owners and potentially new property owners to:

  • Make informed decisions
  • See how their property is affected by flood hazards or stormwater constraints
  • Proactively avoid potential situations which could put people or properties at risk.

The council is legally obliged to make any information in their possession available to the public upon request under the Official Information Act and this is usually done by means of a Land Information Memorandum (LIM) or a Project Information Memorandum (PIM).

We are in the process of arranging for new information on overland flow paths and coastal inundation zones to appear on LIMs and PIMs in the near future. Information on flood plains and approved outfall zones is already provided in LIMs and PIMs.

Properties affected

This information does not mean that the risk to properties has increased.

The information on flood plains, overland flow paths, coastal inundation and approved stormwater outfall zones is currently in use and has not created any new hazard on your property.

It is possible that many properties have always been in a flood hazard zone but have never experienced flooding problems. A storm event of the magnitude which these hazard zones are based on has a one per cent chance of occurring every year and such a storm may not have occurred in the last several decades.

If a LIM was requested from council when the property was purchased then the council would have provided to you the best information available at the time. Information is obtained and updated over time.

There are approximately 78,000 buildings in North Shore City.

  • 2,500 buildings are estimated to be affected over the region by flood plains (approximately three per cent of all buildings in North Shore City)
  • 11,000 buildings are estimated to be affected by overland flow paths (approximately 14 per cent of all buildings in North Shore City)
  • 1,000 buildings are estimated to be affected by coastal inundation zones (approximately 1.3 per cent of all buildings in North Shore City)
  • Approved Outfall Zones affect the whole city, different areas have different approved outfall zones (refer to Table on Approved Outfall Zones page).

What is changing

The city is continually developing and as it does so, the impact of development creates more adverse effects, particularly regarding stormwater runoff and potential flooding. At the same time, our knowledge and information available to us is continually improving.Climate change may result in more extreme storm events and sea level rise. Council is required to include these effects in future planning and in providing information.

We are currently in the process of reviewing our District Plan provisins for Stormwater Management and advise you to refer to the proposed District Plan changes 22 to 25 and Variations 2 to 8.

Do upstream property owners have restricted development rights compared to properties downstream?

Property owners upstream do have development rights. However through the Stormwater Outfall Policy in order to use these rights there are requirements including implementation of measures to mitigate adverse effects caused.
