Over one third of all commercial rubbish from business to landfill is the result of C&D activities. The Ministry for the Environment believe that C&D waste may represent up to 50 per cent of all waste generated in New Zealand; 20 per cent of all waste going to landfill; and 80 per cent of all waste going to cleanfill sites.
North Shore City Council has initiated and been involved in a number of programmes to assist the C&D industry, including:
- The Construction and Demolition Waste Reduction Project – completed in 2005
- BusinessCare Construction – completed in 2007
- North Shore City REBRI (Resource Efficiency in the Building and Related Industries) Project – completed in July 2009
The C&D waste reduction project was developed by North Shore City Council (and involved support from the Ministry for the Environment and a consortium of councils and industry groups). It was a holistic programme and involved key stakeholders in the C&D waste stream to investigate opportunities to reduce the quantity of material going to landfill and cleanfill. The project was developed to assist industry, councils and the community to meet the 2002 New Zealand Waste Strategy target of a reduction in C&D waste to landfill of 50 per cent.
The project began in December 2003 and was completed in July 2005 and targeted the following stakeholder groups:
- architects/designers
- engineers
- developers/builders
- sub-contractors
- product suppliers
- demolition firms
- home renovators
- C&D recycling operators
- local and regional government
A major element of the project was to develop guidelines to advise sectors involved in C&D and the resource recovery industry on how to reduce C&D waste going to landfill or cleanfill.
The REBRI guidelines were developed and can be found at the REBRI project website operated by the Building Research Association of New Zealand.
