Guidance on registering and verifying Meat at Stalls - Food Safety Programme (FSP) template
Food Hygiene Regulation (FHR) 46(4) prohibits the sale of meat from a stall, other than canned meat, cooked meat, pre-packed poultry, sausages, cured ham or cured bacon. So cuts/joints of raw pork, beef, venison, lamb etc cannot be sold from a stall, even if determined as an occasional food premises (see regulations definition of ‘stall.’)
The only way a business can legally sell this meat from a stall is by becoming exempt from the Food Hygiene Regulations (FHR) and operating a Food Safety Programme (FSP).
The New Zealand Food Safety Authority (NZFSA) has developed a template to make it easier for these businesses to register their FSP. The scope of the template is for low-risk activities. This includes the storage, transport and sale of pre-packaged meat. Cutting or processing of meat is not covered by the FSP.
The scope of the FSP also enables businesses that sell raw red meat to also sell any other meat – including canned meat, cooked meat, pre-packed poultry, sausages, cured ham or cured bacon. The purpose of this is to prevent the need for the business to register the stall twice – the FSP for red meat and under the FHR for the other meat.
