North Shore City Council, like all road controlling authorities in New Zealand, has to ensure all work sites on roads under its control are as safe as possible for workers, motorists, pedestrians and cyclists.
That is why anyone or any business planning to dig up part of the road as part of a project, such as installing a new driveway or laying water pipes, must have a plan for dealing with the traffic disruption. They also need to apply for a permit from the council known as a Road Opening Notice (RON).
There is a guide to help when applying for a RON, called Temporary Traffic Management For Local Roads. It is used by contractors on large projects but it is also useful for smaller projects where people need to carry out work on or under a road, and must avoid disrupting traffic flow.

It is a summary of the Transit New Zealand Code of Practice for Temporary Traffic Management (second edition) but also includes some amendments to assist with improved temporary traffic management in urban streets. It is not a substitute for the Transit New Zealand Code of Practice for Temporary Traffic Management, which must be complied with except where alternative amendments may be used. It is designed to be user-friendly and contains basic information required to establish and manage work sites in a safe, practical and consistent manner.
