
Overview
Your council has reviewed and amended its 2004 Development Contributions Policy and 2006 Development Contributions Policy to meet the requirements of legislation and the outcome of the Judicial Review process.
The main focus of the work to amend the policy has been on:
- Better definition around the timing of an assessment and the consequent payment of a development contributions assessment.
- Improved methodology for the allocation of costs of capital works that are constructed in anticipation of a growing community and to the existing community where spare capacity exists and it is appropriate to do so.
The 2009 Development Contributions Policy should be read with the council’s Revenue and Financing Policy.
The nature of capital works projects for which contributions would be sought are fully explained in the asset management plans relevant to each activity for which a development contribution is charged.
The council considered several options as part of the draft City Plan 2009 – 2024 as to how it would amend its development contributions policies.
Councillors used submissions and other feedback to make their decisions and approved the 2009 Development Contributions Policy at the end of June 2009 to operate as from 1 July 2009.
This new policy also amended those areas of the original 2004 Development Contributions Policy that were shown in the Judicial Review to have erred at law as well as amending the original 2006 Development Contributions Policy.

We provide a Development Contributions Calculator that shows the charges resulting from the amended 2004 and amended 2006 and 2009 schedules of charges. The amount calculated represents a charge for a Household Unit Equivalent [HUE] but does not include any calculation related to Parks Reserves.
