Council grants scheme The council grants scheme is for grants serving the wider North Shore community or local projects requiring a contribution above $5,000. Contract grants North Shore City Council has established contracts with key providers where council is a major stakeholder. These grants are subject to application on an annual basis. Citywide discretionary grants Funding is available to support organisations that provide services to the community that are in line with Council’s grants criteria. Also, one-off grants are available for initiatives that benefit North Shore’s community. Regional grants Council may provide a contribution towards services provided by regional organisations that benefit North Shore’s community. Process for assessment of Council Grants applications Council Grants Assessment Group Council Grants Assessment Group of North Shore City Council considers applications to this fund. One councillor from each of the six Community Board areas in North Shore sits on the assessment group. Application summary report The Council Grants administrator prepares a schedule of information summarising each application. Applications are assessed with consideration to the outcomes that meet North Shore City Council’s criteria. Full applications are on hand for reference at the meeting. Assessment committee meeting The administrator presents applications to the assessment committee and if requested, the administrator may seek further information to clarification any points to assist with the committee’s decision making. Applicants do not get the opportunity to speak to their application at the meeting. Accountability Full accountability reports are required for grants allocated. All organisations must sign an agreement with North Shore City Council confirming that the money received will be spent for the purpose stated, abiding by any conditions stipulated by Committee resolution. Should an organisation wish to vary this, the matter must be discussed with the chairperson of the Community Services and Parks Committee and referred to the committee where appropriate. As part of the accountability process, a council officer may arrange to visit any group that receives a grant in order to evaluate the outcomes achieved from the grant funding. A project report form is provided and this is due back by the end of June, For grants $5,000 to $20,000 If funding is provided for a short-term project, at its conclusion, a report is required itemising expenditure and summarising activities and outcomes. For ongoing activities, a progress report is required summarising activities and outcomes for the period to end of December, due 1 February. A final report including a summary of expenditure to the end of June is required by 20 July. For grants $20,000+ Regional organisations receiving a contribution towards operational funding must supply a copy of their Annual Report and summarise the impact of their activities on the North Shore community. For grants towards capital projects or short-term projects, a report summarising activities and outcomes and itemising expenditure is required at the conclusion of the project. For uncompleted projects a progress report summarising activities and outcomes, and itemising expenditure for the period to the end of June, is required by 20 July. For ongoing operational funding, full four-monthly reports against stated outcomes are required covering the periods July to September, October to February and March to June are required by 20th of the month following. A copy of the organisation’s Annual Report must be furnished. Application forms
